Sean leads our work on policy analysis and political engagement, having spent many years as a policymaker and political adviser, in both government and opposition.

Sean spent a decade working in politics, latterly as a Downing Street special adviser in the Coalition Government, where he worked across a range of domestic policy areas and Whitehall departments.

He is now a regular media commentator on UK politics and policy and has appeared on all the main broadcast news programmes and on several political discussion shows. He has written opinion articles for leading press publications and has had his views and research covered widely in the national press.

Prior to government, Sean had been head of the Conservative Party’s Policy Unit and had worked for the Party through two general elections.

Sean’s industry experience includes senior roles in the communications sector, where he has advised some of the highest-profile commercial brands on government relations and on managing policy and regulatory change.

Sean started his career in management consultancy, helping UK companies analyse and predict the impact of public policy decisions at UK and EU level. He has a PhD in public policy, a master’s degree in research methodologies and a bachelor’s degree in social science.
