Ticket to Fly: Using the allocation of new capacity to maximise the benefits of Heathrow expansion

WPI Economics has produced a new report which shows that the decision over how new take off and landing slots are allocated at an expanded Heathrow Airport will deliver on the government’s objectives of more choice, connectivity and lower fares for passengers. The paper argues for a one off change to the slots process to ensure a more competitive allocation system works for all airlines and leads to more choice and competition for passengers. It sets out three alternative options which the Department for Transport could consider as part of its Aviation Strategy green paper, all of which would be an improvement on the existing system.
